Here's a killer huge bright Cobalt Blue porcelain glazed johnny ball in Mint condition! I wish I could keep it for my collection. These rarely come up for sale and you will never need an upgrade. Unmarked, rounded edges with sanded firing rest indicates likely Ohio Brass origins. Believed to have come from the collection of Mike Guthrie.

No doubt a line delineator. Street light circuits often used blue insulators (glass and porcelain) and my opinion would be that this would have been on a high-amperage line (20A) opposed to the 6.6A ones (which were more of an industry standard). The 20 amp circuits would obviously call for a heavier gauge cable and given the fact that these circuits inherently operated at very high voltages, I'd say that this piece was intended for such type of service.
