This is a "pre-formed" tie for a carrier circuit line. The long pre-formed wrap around the line wire may be used to control line vibration, or "dancing" between poles. A copper ribbon around the insulator secured the line itself. Maybe some ICON members who worked on openwire can correct or add more information.
