Directly transliterated, it reads "Yuznouralskaya Izolyatornaha Kompaniya", which means "Yuznouralsk Insulator Company" Youznouralsk is in Russia, apparently near Magnitogorsk, which is on the European side of the Ural River, which is the borderline between Eorupe and Asia. They appear to have a similar line of glass insuilator products as does the Lviv Insulator Company in Lviv, Ukraine.
