Cobalt insulator whatzit - pic 1

I found this while digging in the old dump near my house. It is a cobalt blue glaze with powder blue and aqua green mottling. It had a very crude spring inside. It has no threads but appears to have some sort of wire ridge. The base(top?) is not glazed, and has a hole in it. There are four evenly spaced holes around the base on the sides. Any ideas?
