These are dead ends (strain clamps) that attach to a suspension insulator, they're good for 7000 lbs pull with a conductor from #4 to 2/0 Al or ACSR. The short covering of larger wires on the #4 ACSR is called armor rod. It's purpose here is to provide a surface that's protected for attaching a hot tap connector (prevents burning the conductor if connecting under load.
