This is an ancient Paderno type 15 kV insulator. The Paderno insulator was developed around 1896, together with M-2150, for the 13.5 kV power transmission from Paderno to Milano, about 30 miles. long. Only the Paderno type was perpetuated, and is still manufactured today, 2150 has been abandoned.
