Here is another view on this pylon!

380 KV are the highest voltage used for AC-transmission of electric power in Germany. The Frequency for AC-Power in Germany (and other European countries) is 50 Hz. The frequency for German train engines is 16,7 Hz (at 15 KV, overhead), trams and subway trains operates at DC-power (some hundred up to 1200 Volts DC, overhead or third-rail system).
