New lines into old substation are way too slack!

This older type wooden pole substation in Moro, Oregon had new poles and wire installed on the line leading to it, due to a street curb and sidewalk upgrade in this small, rural town. I don't know what the line builders were thinking, but note the extreme excess of loose wire on the feeder lines. So much, in fact, that a good high wind, (not uncommon there) may just wrap up all three wires! G-ZAP!!!!! I can only conclude that they may have been afraid of pulling over the old wood structure, or they went to after work Beer:30 early, then came back and wired it! Voltage in is 24,000. Voltage out is 2400/4160Y. What ever happened to wiring craftsmanship, anyway? This really looks terrible and had I been their inspector, I would NOT have accepted it. No how, No way, Never.
