This is a very interesting comparison. The CD 131 No Embossing and the skirt embossed W. Brookfield / No. 55 Fulton St. look like two peas in a pod. In addition, they are both {MLOD}, almost the same rich blue color, and they both have some amber swirls. I would speculate that Brookfield likely produced these early CD 131 No Embossing "signal" styles.
