Wooden junction boxes like this one on telegraph poles combined individual openwire circuits upon internal terminal boards to covered paired cable. The latter typically led from the box to a building; to an underground or overhead route; to a telegrapher's office, etc.

Pittsfield is in Western MA. This was along a major railway route.
