Spools being misused?

Saw these spool insulators insulating distribution-voltage (4.3KV) lines along N. Maple Ave. in Fresno CA. USA on 12-25-19 while I was returning home from playing a little Pokémon GO! on my smartphone.

I don't think that spool insulators would be the optimum choise for insulating power lines at these voltages. Maybe the linemen ran out of suspension disks but wanted to finish the job anyway so that they could go home and crack open some cold ones?

Once again I apologise for the poor photo quality; this photograph was taken with the inbuilt camera in my cellular telephone handset. My only good camera was on a drone that went down and was rather surprisingly quickly stolen in late-May 2019. :-/

Thanks for posting this, I had some time so decided to take a little "Christmas walk" from Pennsylvania to Fresno. I didn't realize N. Maple ave was so long and segmented but eventually I found your pole. If you look one span into the yard you'll see the transformer pole and the wires from your spools connect to the SECONDARY! A look one span down the street will show nothing but a lowly streetlight connected. Although this construction is a bit unusual and hardware heavy, it's only low voltage. This was fun, find some more!
