Thanks to Jeff Kraemer for the following information; Looks like the Cherokee Electric Company of Cherokee, Iowa. The original company was the Cherokee Electric Light & Power Company but underwent a name change. It was completed 1890 and probably operated until the 1930s when at that time the town was connected to a central grid. Based on my reference the pole line exiting the powerhouse in the foreground was either 1040 or 1150-volts depending on when the photo was taken as the system was reworked to 3-phase with the latter voltage. In the photo it looks like a two phase lighting circuit so my guess is prior to the rework.
