I think this image was taken around 1940. Spanwire street lights like the one you see here were rather commonplace for illuminating town and village centres across the USA and Canada through the 1950s. After that time pole mounted fixtures with higher brightness luminaires did the job. In other locales long, pole-mounted mastarms with the street lamp fixture on its end provided adequate lighting for intersections, etc.
