These were electric lighting circuits. I am assuming the shorter pole is the new one, likely dark in color owing to its oil or creosote preservative. The latter chemicals were often used to keep older poles in service such as the taller one viewed, with such preservatives applied at the butt from the frost line up a few feet as you can see from its chem-soaked darkened portion.
