I've seen lots of strain insulators in my 49 year association with the telephone industry, I've even installed a few. I've noticed this setup for years but never was close enough to bother taking pictures. Notice that the guy doesn't just go through the strain insulator and get clamped back on itself with a three bolt clamp.. Two short pieces of strand go through the insulator then get wedged together with the down guy in the metal device. I can see there are two cotter keys holding the clamp together but don't totally understand the device.
