I've seen all sorts of transpositions on open wire communication lines, but this method is a first: "Break" the open wire line with dead-end insulators on each side of a single crossarm. Then run insulated wire through a conduit pipe under the arm to connect the dead-end on one side of the arm, to the dead-end on the other end of the arm, facing the opposite direction, thus transposing the line.
