Unbelievable Insulators: CD 129.29

What's up with Kerr re-designing this CD 129? One can only guess as to the function of a seven wire grooved insulator. Some speculate it was to conserve the use of multiple cross arms, in which one insulator carried multiple levels of lines. Can you imagine the pin they had to make?
