Here is a photo of three pennycuicks. The one on the left is CD 133 (no embossing [040] in the price guide). It is identical to the ones marked "ER" but is unembossed. The one on the right is the classic CD 134 pennycuick (no embossing [080] in the price guide). So what is the middle one? This is the same style that David Wiecek asked about recently: [id=109187324] I agree it looks like a pennycuick, it has all the characteristics. I think a good case could be made that it deserves a new CD number, if only to provide a means to distinguish it from the other two here.
