This insulator was designed for long distance telephone lines called carrier-circuits. It was to be mounted on a wooden pin; thus the designation "CW", although this embossing never appeared on the insulator. The pinhole is actually a little larger than a 1" pin, and was designed to accommodate a brass thimble, with a copper strap that would connect adjacent insulators' thimbles.
